The Rotary Club of Petaling Jaya is experiencing some trying times.
The business meetings of 3rd June 2008 and 10th June 2008 will have to handle issues on termination of
membership due to attendance requirements.
I sometimes wonder whether our members are aware of the policies and procedures as contained in the Manual of Procedure (MOP) of Rotary International.
I believe the underlying objective of implementing these policies and procedures in an NGO are not to prosecute and persecute, but to make members well aware of their obligations and in that process they will not breach any of these policies and procedures.
In the event one does breach, it is incumbent on the leadership to align him/her to the stated policies in the most effective and efficient sources available.
In the respect of Rotary, I believe the best available source is the MOP other than the precedents set.
The MOP, under Article 12 Section 4 – Termination – Non-attendance states:
(a) Attendance Percentages. A member must
If a member fails to attend as required, the member’s membership shall be subject to termination unless the board consents to such non-attendance for good cause.
(b) Consecutive Absence. Unless otherwise excused by the board for good and sufficient reason or pursuant to article 9, sections 3 0r 4, each member who fails to attend or make up four consecutive regular meetings shall be informed by the board that the member’s non-attendance may be considered a request to terminate membership in this club. Thereafter, the board, by a majority vote, may terminate the member’s membership.
Section 6 – Right to Appeal, Mediate or Arbitrate Termination.
(a) Notice. Within 7 days after the date of the board’s decision to terminate membership, the secretary shall give written notice of the decision to the member.
Within 14 days after the date of the notice, the member may give written notice to the secretary of the intention to appeal to the club, request mediation, or to arbitrate as provided in article 16.
